Do Any Brick And Mortar Retailers Still Accept Returned Electronics For A Full Refund?

At one time, I could always return defective electronics for a refund. Now, it seems that all the stores charge a "restocking fee" or only allow exchanges unless the item is unopened.

If you have a valid receipt there should be no problem. However your question does imply you make a habit of returning electronics, and so your local stores might now be suspicious of you
